How we help Oregon families, businesses, municipalities, and fleets access and charge EVs

Oregonians are making the switch to electric vehicles faster than ever. We need to maintain our momentum while expanding access to ensure EVs are accessible to all Oregonians. We'll also work to ensure charging infrastructure keeps pace with consumers. 

  • Oregon Clean Vehicle Rebate Program. The 2017 Oregon Legislature authorized a new rebate program for the purchase of certain EVs in Oregon. The program will have options for both new and used electric vehicles, including provisions to support EV adoption by low- or moderate-income households.

  • Fast Charging on Busy Transportation Corridors. Oregon has leveraged federal funds and Volkswagen settlement funds through Electrify America, which will help shape investments in charging infrastructure. Initial investments in our state include fast charging stations along I-5 and I-84 and along popular routes to the Oregon Coast and Bend. The new charging stations will be completed by June 2019, with additional investments to follow.

  • Utility Partnerships. With utilities providing more and more of our transportation system’s “fuel” through electricity, we want to make sure we’re supporting the people who power our state. We are working with Oregon’s large, investor-owned utilities as well as Oregon’s smaller consumer-owned utilities to develop plans that encourage EV adoption, improve charging infrastructure, and support a seamless transition to more EVs charging on the grid.

  • Fleet Partnerships. Working closely with transit agencies, school districts, utilities, and more, the State will help organizations have the right information to choose electric options.

  • Charge-ready Buildings and Homes. State agencies will work to strengthen building codes by requiring that new building parking structures be ready to support EV charging by October 2022.

  • Information and Resources. This website will become the repository for all things EV. Come back often to see how we are progressing towards our goal, for the latest trends in EV technologies, for opportunities to participate in public processes to develop EV-friendly incentives and programs, and other materials to keep you informed.

We'll lead by example and celebrate Oregon's EV champions

  • Increased EVs in the State Fleet. The State has committed to reviewing its own EV fleet, and to developing ways to reduce costs and improve the return on investment for future EV purchases.

  • Improved Charging at State Buildings. State agencies will work together to expand charging infrastructure in state-owned parking lots so that employees, visitors, and the general public can fuel their EVs.

  • Governor's Award Program: We're celebrating Oregonians who are driving change with electric vehicles.

We'll partner with and learn from others

  • Multi-state Zero Emission Vehicle Task Force. In 2013, Oregon joined seven other states committed to having at least 3.3 million ZEVs on their roadways by 2025.

  • International ZEV Alliance. Oregon is a founding member of this international partnership committed to accelerating the adoption of zero-emission vehicles and striving to make all passenger vehicle sales ZEVs by no later than 2050.

  • Pacific Coast Collaborative. In 2014, the PCC jurisdictions created West Coast Electric Fleets to accelerate market adoption of ZEVs and achieve a goal of 10 percent ZEV fleet procurement.

As of november 2023, Oregon had 83,047 registered electric vehicles, and 2,960 public chargers in 1,182 locations.

Seven charging networks operate in the state. Oregon ranks fourth in the nation when it comes to plug-in vehicles per capita. Oregon is also consistently ranked near the top in independent ZEV analyses and state comparisons, which suggests that Oregonians have a higher awareness of electric vehicles. In a February 2021 report, Plug-In America ranked Oregon third among U.S. state policies and programs that support ZEV drivers.
